What if Medical Residencies were not funded by Medicare?

One of the problems with funding new medical residencies is that they are funded through congress approving medicare money for them. What if this was stopped and the funding came out of the general fund? What if congress just directly through a Bill just funded residencies eliminating the expenditure from the now broke Medicare system? I believe it could be and should be done. They could then have the number of residencies we need in the USA.

I'm not an economist or anything; but, won't the cost of funding the residencies be the same? Would people still be hired to administer the payments as well?

I think, your thought is absolutely correct, but it is not profitably for a special group of people. As I understand, the system is legal and particular sum of money can be spend on "other things", if you know what I mean. Of course, it would be better if there would be more neurology residency, for example. But, I think it is nearly impossible in the near future.
